Midterm evaluation of UNESCO BEAR II project

The Better Education for Africa’s Rise (BEAR) II project is a joint initiative between UNESCO and the Republic of Korea aimed at improving the Technical and Vocational Education and Training (TVET) systems of five beneficiary countries in Eastern Africa (Ethiopia, Kenya, Madagascar, Uganda and the United Republic of Tanzania) during 2017–21.  The evaluation reviews progress in implementation of BEAR II for 2017-2019, assess progress towards intended outcomes, identify enabling and inhibiting factors, and provide evidence based recommendations and corrective measures.  The evaluation was conducted between December 2019 and March 2020 and consisted of desk research, semi-structured (telephone or face-to-face) interviews; and field missions to the five project countries.
