This evaluation assessed UNESCO’s Better Education for Africa’s Rise (BEAR) project. The main purpose of the project was to contribute to the promotion of a Technical and Vocational Education and Training (TVET) system that is relevant to the needs of the labour market and of individuals in selected countries of the Southern African Development Community (SADC) region. The evaluation was commissioned by UNESCO and conducted in 2017.
