Empowering vulnerable adults to learn: agency and regional level conditions to learn

This thesis examines how vulnerable adults can be supported to re-engage in learning. Combining research on individual agency and regional learning environments, it shows that participation depends not only on motivation, but also on supportive social and institutional conditions. The study argues for regional learning cultures that make learning meaningful, accessible, and sustainable.
