Improving the quality and monitoring of basic skills education for adults in the Netherlands

Ockham IPS supported the OESO in their work for the Dutch Ministry of Education, Culture and Science developing a monitoring instrument to measure participation in basic skills courses and their impact on participants’ social inclusion and career development, as well as a quality assurance framework for non-formal training in basic skills. The work included a deskresearch, interviews with municipalities, providers, and experts, workshops and working groups, following an iterative process developing the monitoring instrument and quality assurance framework. The project resulted in a report describing existing instruments to monitor learning outcomes of basic skills trainings in The Netherlands, and a report on quality assurance methodologies applied to non-formal learning in the Netherlands. Finally, a taxonomy of quality assurance indicators in basic skills education in the Netherlands has been developed.
