In response to the global teacher challenge, an International Task Force on Teachers for Education for All (EFA) was established in 2008, which seeks to ‘enhance the performance and progress of the education systems in their efforts to tackle the critical shortage of qualified teachers’. UNESCO commissioned Ockham IPS to conduct an evaluation of this multi-partner task force to assess the work between 2014 and 2016. The report was published in 2017.
