The aim of the evaluation consisted in an assessment of the effectiveness and impact of the ETF work on the reform of qualifications systems in partner countries during the period 2010–2013. It studied NQF and qualifications developments in SEMED (Southern and Eastern Mediterranean), SEET (South Eastern Europe & Turkey) and EE (Eastern Europe). Country visits were conducted to Kosovo, Morocco, Ukraine and Lebanon. One survey was launched in the framework of this evaluation under VET stakeholders. The evaluation was commissioned by ETF and conducted in cooperation with ICON Institut. The evaluation was conducted in 2014.
