Evaluation of the Commissioner for the Protection against Discrimination (CPD)
Ockham IPS, in cooperation with Niall Crowley and Valbona Zefi, has implemented the evaluation of the Strategic Plan 2012-2015 of the Commissioner for Protection against Discrimination (CPD) and its implementation in Albania (assigned by the Councile of Europe). This evaluation includes a summative and formative assessment of the Strategic Plan and its implementation. First of all, the evaluation takes stock of the progress made by the CPD since its inception, which measures (organizational, process, capacity, and resources) have been implemented (output), how change processes are managed and operationalised, and whether the four strategic objective, and related activities, are relevant, effective, efficient, achieve impact and are sustainable, in line with the standard OECD/DAC evaluation criteria. The evaluation is also forward looking in identifying areas that will support the CPD better in the future. It proposes components of a theory of change and related monitoring and evaluation framework and identifies actions and strategies to address identified weaknesses and further build on identified strengths.
