OECD – Chapter on Quality Assurance

This assignment focused on how countries assure the quality of adult education and training (AET) and offers a roadmap for improvement.

It mapped national QA arrangements across the OECD, built a cross-country comparison framework, and probes three levers: learner information and guidance, data infrastructure for tracking outcomes, and the fast-growing digital delivery of AET. The study also drew on case studies and expert consultation, the report sets out policy recommendations to make non-formal and formal programmes more transparent, equitable and labour-market-relevant, ensuring investments in up- and re-skilling translate into real-world impact while narrowing participation gaps between low- and high-skilled adults.
