The study also drew on case studies and expert consultation, the report sets out policy recommendations to make non-formal and formal programmes more transparent, equitable and labour-market-relevant, ensuring investments in up- and re-skilling translate into real-world impact while narrowing participation gaps between low- and high-skilled adults.
