The objective of this assignment was to map current European and international players in human capital development (HCD) and identify emerging trends. Specifically, it aimed to identify key global HCD actors and their approaches and methods. This mapping involved analyzing what HCD players were doing and how their work might evolve by 2027. The assignment focused on HCD policy implementation in ETF partner countries, Africa, and (post)-conflict and fragile settings. Additionally, it aimed to position the ETF within the context of 2027 and beyond, reflecting on how global HCD actors, including the ETF, were positioned to address future opportunities, threats, and challenges. The analysis sought to outline 30 key emerging trends related to HCD and various systems.
