Ockham IPS, in cooperation with SEOR (Rotterdam University), is conducting the evaluation of the incentive scheme Learning and Development in SMEs (SLIM scheme) for the Dutch Ministry of Social Affairs and Employment. This subsidy scheme aims to encourage SME entrepreneurs in general, and large companies in the agricultural, hotel and catering, and recreational sectors to invest more in a learning culture in which keeping professional knowledge and skills up to date. The purpose of the evaluation is: (1) to learn from the experiences of the first year of implementation in order to be able to adjust the scheme if necessary (process evaluation); and (2) to determine the effectiveness, impact and efficiency of the scheme (effect evaluation).
