The European Training Foundation (ETF) requested Ockham IPS to carry out a study on the role of learning and development within the ETF in maintaining and developing the knowledge and skills of ETF staff to effectively deliver on its mandate. The study included a multi-method approach, including a desk research, Interviews, and an online survey. The review made use of a framework of field-tested dimensions, that contribute to a strong L&D function (within an organisation) and cover all aspects of a L&D function (from setting aspirations to measuring impact).
