Evaluation of UNICEF Supply Division’s Supply Community Strategy

Ockham IPS implemented for the UNICEF Supply Division (SD) an evaluation of their UNICEF Supply Division’s Supply Community Strategy. The main purpose of the evaluation is to determine whether SD has made progress towards meeting the objectives of the Supply Community strategy, and towards the recommendations of the external global supply function evaluation. To do so, this evaluation should: (1) Take stock of progress made by the Supply Community strategy since its inception as a response to the 2007 SFE; (2) Asses past performance, and in particular the relevance, effectiveness, efficiency, and impact of the strategy’s related activities; (3) Construct a theory of change and related M&E framework for the strategy for future use; and (4) Provide recommendations for concrete action for SD to address identified weaknesses and build on the learned strengths of the strategy.
