Evaluation of the Centres of African Excellence programme
Ockham has evaluated the Centres of African Excellence Programme, assigned by the DAAD. The DAAD, with the financial support of the Federal Foreign Office, helps African universities establishing Centres of Excellence (CoE), improving the quality of the education they provide, and increasing their research capacities – thus enabling future decision-makers in Africa to be trained in line with international standards. In the long term, the programme aims to: (1) create Centres that are internationally competitive on a sustainable basis (and thus publicly visible); and (2) contribute to improving the functioning of socially relevant sectors in African countries, as a result of activities performed by graduates in their role as decision-makers. Over the last ten years (starting in 2008), the programme has supported Centres of African Excellence (CoAE) in a variety of specialist fields at several universities in Africa. After ten years of existence of the Centres of African Excellence programme the DAAD decided to evaluate the programme to provide insights into the programme’s accomplishments to date, as well as to draw lessons to improve the programme. More specifically, the aim of this evaluation is to assess / evaluate the performance of the overall programme. A tracer study was an integral part of this evaluation, and the outcomes of this study are presented in a separate report.
